This research was triggered by the recent controversy surrounding a number of major infrastructure projects within and linking Hong Kong to Mainland China, including new highways, railways, sea and air ports as well as logistics developments.

There is an urgent need to consider a more comprehensive planning framework for Hong Kong and the Pearl River Delta in the interests of Hong Kong, Guangdong Province and the Mainland as a whole.
