In February 2011 Civic Exchange made a short submission in response to the Study on the Action Plan for the Bay Area of the Pearl River Estuary Public Consultation Digest, outlining the strong support from the shipping and business community for the introduction of marine “emission control areas” into the Pearl River Delta region. This consultation was an important opportunity for Hong Kong citizens to express their views on cross border development.
