Marine Emission Reduction Options for Hong Kong and the Pearl River Delta Region

One of the key external costs of increased local, regional and international shipping volumes is air pollution which is perhaps the most serious environmental problem in Hong Kong and the Pearl River Delta region. The paper provides background information in relation to Hong Kong's rising marine pollution and outlines the steps and prospects to have Hong Kong and the Pearl River Delta region declared as as a Sulphur Emission Control Area.
