Building on previous air quality management work undertaken within the Pearl River Delta (PRD) region and responding to heightening public awareness, Civic Exchange has developed a new policy direction which attacks the root of the regional air quality problem – the use of high emission fuels to produce and move goods from the PRD to the rest of the world.
