This report is published simultaneously in Hong Kong and Shenzhen. It is the first collaboration between Civic Exchange, an independent Hong Kong-based non-profit public policy think tank, and China Development Institute, a Shenzhen-based think tank. This is the first attempt to find out through an extensive survey the environmental attitudes of the residents of the Pearl River Delta.
