APCO-101: A Review of the Air Pollution Control Ordinance

The Air Pollution Control Ordinance (APCO)1 – which came into force in 1983 – is the primary piece of legislation that deals with the management of air pollution in Hong Kong.2 This paper provides an overview of the Ordinance, in order to stimulate discussion in four areas on its effectiveness as an instrument for dealing with air pollution in Hong Kong.
