Political developments in Hong Kong provide a fascinating picture of a polity in transition from a colony under British sovereignty to a Special Administrative Region of the People’s Republic of China. The Principal Officials Accountability System (POAS), newly implemented on 1 July 2002, is part of that continuing transformation. This report examines the POAS system in Hong Kong.
