Hong Kong, 19 October 2022 – Independent public policy think tank, Civic Exchange, welcomes Chief Executive’s Policy Address.  In particular, his enhancing Hong Kong’s governance systems by adopting 110 ‘Indicators for Specific Tasks’ against which performance can be judged. It would be excellent if this initiative leads to the government providing a public website giving the ‘baseline’ for each indicator and an annual on progress added when preparing each year’s policy address.  We believe this will both accelerate implementation of policy initiatives and highlight where additional policy action is needed.  This governance is particularly useful for policy initiatives which take many years to implement.  For example: decarbonisation and improving housing.
