實測戶外搵凳食飯要幾耐?灣仔人均休憩空間細過廁格「政府特登趕人走 」

Only available in Chinese. 蘋果日報:在戶外地方找一張凳坐有幾難?政府於7月29日全日禁止餐廳堂食,導致午飯時間,不少戶外工作的「打工仔」須踎坐路邊石壆吃飯,更有人跪在地上食,市民叫苦連天,政策實行兩天後,政府終「跪低」,宣佈於7月31日起餐廳恢復日間堂食,限最多兩人一檯,而且入座率不得多於五成。但7月31日,記者於灣仔所見,仍有不少打工仔須踎在路邊食飯盒。 究竟在香港找一個有桌椅及有瓦遮頭的地方,是否真的那麼困難?記者於7月31日午飯時間在灣仔嘗試找一個公園食飯,沿着皇后大道東,先後去了大王東街休憩處、皇后大道東/汕頭街休憩處、洋紫荊園、聯發街休憩處及東美花園共五個政府轄下的休憩空間,發現當中只有大王東街休憩處有瓦遮頭,沒有地方有桌子(只有洋紫荊園有三張棋桌)。由於當天下雨,變相只有一個公園可供市民使用。 根據政府制定的《香港規劃標準與準則》,香港人均休憩用地標準為2平方米,與一個廁格相若。思匯政策研究所於2017年的報告顯示,雖然香港人均休憩空間面積為2.7平方米,但有不少地區遠低於標準。當中旺角及灣仔的人均休憩用地,更分別只有0.6及0.7平方米,即只有三份一廁格的大小。 相比其他亞洲城市,例如東京的人均休憩空間為5.8平方米;上海人均休憩空間為7.6平方米。而新加坡人口密高於香港,但2012年,其人均休息空間達7.4平方米,約為香港的三倍。 思匯政策研究所高級研究員黎文燕表示,香港市區休憩空間或缺主要原因有二:其一,歷史因素,「因為殖民地時期,政府依賴賣地搵錢,所以冇『公共空間』的意識。」導致舊區如旺角、灣仔休憩空間較少;其二,政府政策問題,黎文燕指,香港現時的休憩空間椅子比桌子多,而且椅子設計不舒服,這些設計稱作「Hostile Architecture」(不友好建築),「即係佢哋設計啲公共地方特登趕人走,包括露宿者、外傭,佢哋(政府)唔想見到呢啲人坐喺度,所以就唔畀地方人坐。」 那麼香港人又怎麼看這些休憩空間?立即去片!   記者:黃桂桂 攝影:黃智琳 2020年8月2日登出
